POLICE ENCOUNTER RECORDS
Aaron Booker
Overview
-
On May 21, 2026, American Fork Officer Bronson T. Kitchen stopped Aaron Booker on I-15 near Farmington for a suspected HOV-lane violation.
-
When Booker declined to lower his partially open window further, Kitchen threatened to call the highway patrol to break it. Kitchen’s own incident report acknowledges that his statement escalated the encounter.
-
He ultimately released Booker with a verbal warning and no citation.
-
Booker later challenged the basis for the stop and the accuracy of Kitchen’s incident report. Chief Paul emailed Aaron a list of disciplinary actions taken.
-
In public comments to the American Fork City Council, he said Kitchen apologized after footage of the encounter went viral, but that the report contained false statements. Booker called for accountability and announced his intention to pursue a civil-rights lawsuit.

Public Comments
The comments below are presented as recorded in American Fork City Council meeting minutes.
-
American Fork City Council — Regular Session — August 25, 2026:
-
Aaron Booker, a nonresident, criticized what he viewed as inconsistent enforcement of meeting decorum and a broader pattern of selective enforcement within the City and Police Department. He urged City officials to apply standards equally, protect First Amendment rights, and pursue meaningful reform. View minutes, page 1

American Fork City Council — Truth in Taxation Public Hearing — August 11, 2026:
-
Aaron Booker stated he does not live in American Fork. Earlier this year, he was stopped in Farmington by an American Fork police officer under the false guise of an HOV violation. He stated the encounter escalated unnecessarily, with Officer Kitchen resorting to threats when he declined to comply with Officer Kitchen’s unlawful order. Officer Kitchen then refused to complete the purpose of the stop despite his requests for a citation so he could handle this in court. He noted he filed a complaint with the American Fork Police Department days later. Shortly after the recording of the stop went viral, Officer Kitchen then called and delivered a forced apology. Mr. Booker accepted that until he obtained a copy of the police report which was written after the apology and contained false statements. Mr. Booker stated that Officer Kitchen works as a school resource officer, and he felt the city should not allow this officer to continue serving as an SRO. The city’s inactions speak volumes and signal their willingness to tolerate abuse of authority. He noted that he will help motivate the city with a civil right lawsuit. View minutes, page 3
